9.1.2.1 Audio Only and Video Only (Recorded) (Conditional)

Condition: When the ICT is a website.

• Recorded Audio Only: An alternative is provided for time-dependent media that presents equivalent information for the prerecorded audio-only content.
• Recorded Video Only: An alternative is provided for time-dependent media, or a sound track is provided that presents information equivalent to the content of the prerecorded video-only media.

9.2.2.2 Pause, Stop, Hide

Condition: When the ICT is a website.

For information that moves, flickers, scrolls, or updates automatically, all of the following apply: (Level A)

• For all information that moves, flickers, or scrolls that (1) starts automatically, (2) lasts for more than five seconds, and (3) is displayed alongside other content, there is a mechanism for the user to pause, stop, or hide it, unless the movement, flickering, or scrolling is part of an activity where it is essential. and
• Automatic Updates: For all automatically updated information that (1) starts automatically and (2) is presented alongside other content, there is a mechanism for the user to pause, stop, hide, or control the update frequency unless the update is part of an activity where it is essential. NOTE: For requirements related to blinking or flashing content, see Guideline 2.3. NOTE: Because any content that does not meet this success criterion may interfere with the user’s ability to use the entire page, all content on the web page (whether used to meet other success criteria or not) must meet this success criterion. See Compliance Requirement 5: Non-Interference. NOTE: Content that is periodically updated by software or transmitted to the user agent is not required to retain or display information generated or received between the start of the pause and the resumption of display, as this may not be technically possible and in many situations could be misleading. NOTE: An animation that occurs as part of a preload phase or similar situation may be considered essential if the interaction cannot occur during that phase for all users, and if it does not indicate progress, it could confuse users or lead them to believe that the content froze or broke.

9.2.4.1 Bypass Blocks (Conditional)

9.3.1.2 Language of Parts (Conditional)

The language of each passage or phrase in the content can be determined by software, except for proper nouns, technical terms, words in an indeterminate language, and words or phrases that have become a natural part of the surrounding text. (Level AA)

9.6 WCAG Guidelines Conformance Requirements (Conditional)

Condition: When the ICT is a web page

At Level AA, the following five WCAG 2.1 Guidelines conformance requirements must be met [5]:

1. level of conformance;
2. complete pages;
3. complete processes;
4. use of technologies exclusively according to methods that are compatible with accessibility;
5. no interference.

NOTE 1 If a web page meets all requirements 9.1 to 9.4 or an alternative version conforming to Level AA (as defined in WCAG Guidelines 2.1 [5]) is provided, compliance requirement 1 will be met.

NOTE 2 According to WC3, “WCAG Guidelines 2.1 extend Web Content Accessibility Guidelines 2.0 [4], which were published as a WWW Recommendation in December 2008. Content that conforms to WCAG Guidelines 2.1 also conforms to WCAG Guidelines 2.0 and, consequently, to policies that reference WCAG Guidelines 2.0 [4].”

NOTE 3 Conformance requirement 5 states that all page content, including content that would not otherwise serve as a basis for conformance, complies with sections 9.1.4.2, 9.2.1.2, 9.2.2.2, and 9.2.3.1.

11.8.4 Repair Service (Conditional)

Condition: When the web content is an authoring tool.

If an authoring tool’s accessibility checking functionality can detect that the content does not meet a requirement of Chapter 9 (Web) or Chapter 10 (Non-Web Documents), as applicable, then the authoring tool must provide one or more suggestions for repair.

NOTE: This does not preclude automatic or semi-automatic repair, which is possible (and recommended) for many types of content accessibility issues.
